Boots and other movement items do apply. After 5 seconds, or when activated again early, Oligo breaks through the surface and knocks back and deals magic damage to any enemy champions next to him. Enemy’s affected are temporarily slowed by 20%. Oligo temporarily gains bonus armour and magic resist once he breaks through.

Lore
Oligo was never a normal worm. It was a mix of worm species. But no one ever knew it was different. It just blended in with all the other worms. That was until after the rain. Torrents of rain struck the land of Zaun where it lived. Oligo was swept from his home and into a flooded river. Oligo was washed down stream into a round building built in the river. It was a laboratory that one of the many crazy scientists built in the river to catch things flowing along. A hand with scabby skin and scars caused from dangerous experiments grabbed Oligo and placed it onto a board. The scientist decided to try a new experiment! He had just the right ingredients to completely transform Oligo. No one but Oligo and the scientist knew what happened inside that laboratory. But what everyone in the land of Zaun knew was what came out. After the rain ended, giant holes started appearing. Huge tunnels bigger than a Yordle snaked across the living forests, and the radioactive rocks, and all the other parts of Zaun where scientists experimented. Reports of a giant worm quickly spread across Zaun. Inside the League of Legends, the commanders, named Riot, plotted to bring the giant worm as a champion to the League. It wasn’t hard for them to find Oligo. In fact, Oligo found them when it started a burrow inside the League! Riot allowed Oligo to live in its burrow, in exchange for sometimes being summoned to fight as a champion. Oligo obliged.

Hi, thanks for the comment! The reference to the name 'Oligo' is from the scientific class name for many types of aquatic and terrestrial worms, including earthworms, OLIGOchaeta.

Not to OP, just slightly okay. Maybe more information of it's mana, cooldown and stuff would be good.
